রায়হান আলম, নওগাঁ প্রতিনিধিঃ নওগাঁর রাণীননগর সদর ইউনিয়নের সিম্বা গ্রামের পাশ দিয়ে বয়ে গেছে সিম্বা খাল। এই খালটি মূলত ঐতিহ্যবাহী রক্তদহ বিলের পানি বের হওয়ার একটি পথ। এই খাল পারাপারের জন্য স্থানীয় বাসিন্দাদের সুবিধার্থে একটি কালভার্ট নির্মাণ করা হলেও তৈরি করা হয়নি পার্শ্ব রাস্তা। তাই বর্তমানে লাখ টাকার এই কালভার্টটি কোন কাজেই আসছে না স্থানীয় বাসিন্দাদের। সংযোগ সড়কের অভাবে দুই গ্রামের বাসিন্দারা ও শিক্ষার্থীরা প্রতিদিনই ঝুঁকি নিয়ে পানিতে ভিজে খাল পার হচ্ছে।
গ্রামবাসিদের অভিযোগ, কালভার্টটি নির্মাণের পর তারা কিছুটা আনন্দিত হলেও কর্তৃপক্ষের অবহেলার কারণে এই দুই পাশের সংযোগ সড়কে মাটি ভরাট না করায় চলাচল করতে দুর্ভোগ পোহাতে হচ্ছে। তাদের দাবি জনস্বার্থে দ্রুত দুই পাশের সংযোগ রাস্তাটি নির্মাণ করা হোক। তা না হলে লাখ টাকা পানিতে ফেলে দেওয়ার সামিল হবে।
অফিস সূত্রে জানা গেছে, ২০১৮-১৯ অর্থবছরে ত্রাণ ও দুর্যোগ ব্যবস্থাপনা অধিদফতরের অর্থায়নে এবং উপজেলা ত্রাণ শাখার বাস্তবায়নে রাণীনগর সদর ইউনিয়নের সিম্বা গ্রামে নূরুল ইসলামের বাড়ি সংলগ্ন সিম্বা খালের উপর ১২ লাখ ৯৪ হাজার ৬৬৬ টাকা ব্যয়ে ১৪ ফুট দৈর্ঘ্যর আরসিসি সেতু/পাকা কালভার্ট নির্মাণ করা হয়। প্রায় এক বছর পার হলেও ঠিকাদারি প্রতিষ্ঠান সংযোগ রাস্তার মাটি ভরাটের কাজ রহস্য জনক কারণে শেষ না করায় চার পাশে পানি বেষ্টিত হয়ে পড়ে আছে কালভার্টটি। খালের পানি বৃদ্ধি পাওয়ায় সিম্বাসহ পাশ্ববর্তী গ্রামের লোকজনরা ঝুঁকি নিয়ে পানিতে ভিজে পারাপার হচ্ছে। ওই গ্রামে প্রাথমিক ও উচ্চ বিদ্যালয়ের শিক্ষার্থীরা পারাপার হতে গিয়ে পানিতে পড়ে বই-খাতা, জামা-কাপড় নষ্ট করছে।
সিম্বা গ্রামের বাসিন্দা সাইদুর রহমানসহ বেশ কয়েকজন জানান, কালভার্ট করছে কিন্তু পারাপারের কোন রাস্তা নির্মাণ করা হয়নি। কবে মাটি ফেলে রাস্তা করবে কে জানে? রাস্তা না হলে লাখ টাকার এই কালভার্ট গ্রামের মানুষের কোন উপকারে আসবে না।
উপজেলা প্রকল্প বাস্তবায়ন কর্মকর্তা মেহেদী হাসান জানান, বিষয়টি আমার জানা আছে। ঠিকাদারি প্রতিষ্ঠানের জামানতের অর্থ জমা আছে। তাই ঠিকাদার প্রতিষ্ঠান এই কাজ করতে বাধ্য। অচিরের সংযোগ সড়ক নির্মাণের কাজ শুরু করা হবে জানান তিনি।
