ইসলামিক ফাউন্ডেশন সুত্রে জানা যায়, প্রধানমন্ত্রী শেখ হাসিনা ২০১৪ সালের ৩০ ডিসেম্বর একনেক সভায় মসজিদ ভিত্তিক শিশু ও গণশিক্ষা কার্যক্রম (৬ষ্ঠ পর্যায়) প্রকল্পে অনুমদনকালে নির্দেশনা প্রদান করেন। প্রাথমিক শিক্ষা চালুর পরবর্তীতে ২০১৫ সালের ৮ই ফেব্রুয়ারী মাননীয় প্রধানমন্ত্রী শেখ হাসিনা শিক্ষা মন্ত্রনালয়ের শিক্ষা কারিকুলামে বলেন প্রতিটি শিশুর জন্য ধর্মীয় শিক্ষার বিষয়টি গুরুত্বপুর্ণ বলেও মন্তব্য করেন।
পরবর্তীতে ২০১৭ সালের নভেম্বরে চুড়ান্ত ভাবে দারুল আরকাম মাদ্রাসা প্রতিষ্ঠা করেন। মাননীয় প্রধানমন্ত্রী ইসলাম প্রিয় বলেই এই সিদ্ধান্ত গ্রহণ করেন। এসব প্রতিষ্ঠানে নিজেস্ব সিলেবাস দ্বারা ৩য় শ্রেণী পর্যন্ত কার্যক্রম শুরু হলেও ক্রমান্বয়ে ২০২০ সালে এসে তা প ম শ্রেণীতে উন্নীত করা হয়। মউশিক প্রকল্পে অধীনে শুরু থেকে থাকলেও বর্তমানে সেটাকে আলাদা করা হয়েছে।
সুত্রে জানা যায়, এবছর প্রকল্পটি মউশিক প্রকল্পের সাথে জমা করা হলেও পরিকল্পনা মন্ত্রনালয় ও অর্থ মন্ত্রনালয় দারুল আরকামকে আলাদা করার প্রস্তাব দেন। দুটি প্রকল্প আলাদা হলেও মউশিক প্রকল্পটি চলতি মাসের ১১ তারিখ পাশ হলেও প্রধানমন্ত্রী কর্তৃক প্রতিষ্ঠিত দারুল আরকাম মাদ্রাসা প্রকল্পটি ঝুলে গেছে অনিয়মিত সময়ের জন্য।
এতে করে বেকায়দায় পড়েছে এ প্রকল্পের আওতাধীন ২ হাজার ২০শিক্ষক। এখানে ১০১০ জন কাওমি মাদ্রাসা শিক্ষায় শিক্ষিত এবং বাকি ১০১০ জন আলিয়া মাদ্রাসা শিক্ষায় শিক্ষিত। কাওমি মাদ্রাসার দাওরা হাদিস সনদকে স্বীকৃতির পর এটি এই প্রথম কাওমি আলেমদের সরকারি চাকরিতে অন্তর্ভুক্ত করা। প্রথমদিকে বিষয়টি আনন্দের সাথে সবাই গ্রহণ করলেও বর্তমানে চতুর্দিকে এটি নিয়ে হতাশা সৃষ্টি হয়েছে, পাশাপাশি ১ হাজার ১০টি প্রতিষ্ঠানের লক্ষাধিক শিক্ষার্থীর শিক্ষা জীবন অনিশ্চিয়তায় পড়ছে। অন্ধকারে হাজারো শিশুরা।

Leaders of Arkam Madrasa Teachers Welfare Association, Pabna District Branch handed over the memorandum to the Prime Minister through Pabna Deputy Commissioner Kabir Mahmud at 12 noon on Monday. According to the memorandum, 2020 (two thousand twenty) teachers have been recruited for this project, while another 3030 (three thousand thirty) teachers are in the process of being recruited.
In order to expedite primary education in all areas of Bangladesh where there are no primary education institutions (schools), Hon'ble Prime Minister Sheikh Hasina expressed her intention to launch primary education activities under the Islamic Foundation along with mosque based education on December 30, 2014. This information is known from the website of the Islamic Foundation. Later, in March 2017, the teachers of Darul Arkam Madrasa were recruited and started their primary activities.
The duration of this project was effective till December 2019.
