রায়হান আলম, নওগাঁ প্রতিনিধি: গত কয়েক দিনের ভারী বর্ষণ ও উজানে পানি বৃদ্ধির কারণে নওগাঁর মান্দা উপজেলার আত্রাই ও শিব নদীর পানি বৃদ্ধি পেয়েছে। মান্দার শিব নদীর টেংরা নামক স্থানে গত দু’বছর আগে ভেঙ্গে যাওয়া স্থান দিয়ে প্রবল বেগে পানি প্রবেশ করে প্লাবিত হয়েছে কয়েক লাখ হেক্টর জমির ফসল। আর ভেসে গেছে শতাধিক পুকুরের মাছ। এতে করে কয়েক হাজার কৃষক ক্ষতিগ্রস্থ হয়েছেন। দ্রুত যদি এই ভেঙ্গে যাওয়া অংশ মেরামত না করা হয় তাহলে বন্যার পানিতে আরোও অধিক ক্ষতির আশঙ্কা করছে স্থানীয়রা।
সূত্রে জানা গেছে, নওগাঁর মান্দার তেঁতুলিয়া ইউনিয়নের শিব নদীর বেরিবাঁধ ভেঙ্গে পানি প্রবেশ করে তেতুলিয়া ও কালিকাপুর ইউনিয়নের কয়েক লাখ হেক্টর জমির ধান ও অন্যান্য রবি শস্য পানিতে প্লাবিত হয়েছে। এই ভেঙ্গে যাওয়া অংশটুকুর পাশে রয়েছে রাজশাহী জেলার মোহনপুর ও তানোর অংশ। নদীর দক্ষিণ দিকে শিব নদীতে কোন বাঁধ না থাকায় পানিতে প্লাবিত হয় তীরবর্তী ওই গ্রামগুলো।
তখন নিজেদের রক্ষা করার জন্য ওই গ্রামের মানুষরা নদীর বেরিবাঁধের টেংরা নামক স্থানে কেটে দেয়। পরে ভেঙ্গে যাওয়া অংশটুকুর মেরামত কাজ ভালো না হওয়ার কারণে পরবর্তীতে তা আবার ভেঙ্গে যায়। এভাবেই বেরিবাঁধের এই অংশটুকু নিয়ে চলে লুকোচুরির খেলা। কিন্তু গত দু’বছর ভেঙ্গে যাওয়া অংশটুকু মেরামত না করায় সম্প্রতি শিব নদীতে পানি বৃদ্ধি পাওয়াই সেই পানিতে প্লাবিত হয়ে গেছে তেতুলিয়া ও কালিকাপুর ইউনিয়নের কয়েক লাখ হেক্টর জমির ধান ও অন্যান্য ফসল।
পানিতে ভেসে গেছে শতাধিক পুকুরের মাছ। এছাড়াও পানি প্রবেশ করে গ্রামীণ কাঁচা রাস্তা-ঘাট তলিয়ে গেছে। প্রতিদিনই যে ভাবে পানি বৃদ্ধি পাচ্ছে এতে করে কয়েকশত গ্রামবাসীরা আতঙ্কে রয়েছে। অপরদিকে শিব নদীর বেরিবাঁধ রক্ষায় জেলা প্রশাসন ও পানি উন্নয়ন বোর্ডের জরুরী হস্তক্ষেপ কামনা করেছেন স্থানীয়রা।
শংকরপুর গ্রামের আব্দুল জলিল, ডব্লিইসহ অনেকে জানান ভেঙ্গে যাওয়া অংশটুকু মেরামত না করায় পানি ঢুকে ডুবে গেছে লাখ লাখ হেক্টর জমির ধান ও অন্যান্য ফসল। ভেসে গেছে শতাধিক পুকুরের মাছ। হঠাৎ করেই ভাঙ্গা অংশ দিয়ে পানি প্রবেশ করায় রক্ষা করা যায়নি কোন কিছুই। যদি এখনই বেরিবাঁধটি মেরামত করা না হয় তাহলে যেভাবে পানি বৃদ্ধি পাচ্ছে তােেত বাড়ি-ঘর পানিতে তলিয়ে যাবে। প্রতিবারেই লামছাম ভাবে এই অংশটুকু মেরামত করা বলে নদীতে পানি আসতে না আসতেই আবার ভাঙ্গা অংশ ভেঙ্গে যায়। তাই দ্রুত বেরিবাঁধ মেরামত করার জন্য প্রধানমন্ত্রীর সুদৃষ্টি কামনা করছি।
তেতুলিয়া ইউনিয়ন পরিষদের চেয়ারম্যান শ্রী বজেন্দ্রনাথ সাহা বলেন ভাঙ্গা অংশ দিয়ে হঠাৎ করেই পানি প্রবেশ করে আমার শতাধিক বিঘা পুকুরের মাছ পানিতে ভেসে গেছে। আমি এই অংশটুকু মেরামত করার জন্য উর্দ্ধতন কর্তৃপক্ষকে একাধিকবার লিখিত ভাবে আবেদন করেছি। আর আমাদের বড় ধরনের কোন বরাদ্দও নেই যে তা দিয়ে পরিষদের পক্ষ থেকে মেরামত করবো। দ্রুত এই ভেঙ্গে যাওয়া বাধটুকু ভালো ভাবে মেরামত করার জন্য উর্দ্ধতন কর্তৃপক্ষের সুদৃষ্টি কামনা করছি।
নওগাঁ পানি উন্নয়ন বোর্ডের নির্বাহী প্রকৌশলী মো: আরিফুজ্জামান খান বলেন স্থানীয়দের কেটে দেওয়ার জন্যই বাঁধের ওই অংশটুকু বার বার ভেঙ্গে যায়। কিন্তু বাঁধটি পাহাড়া দিয়ে রাখা সম্ভব নয়। তাই স্থানীয়দের সচেতন হতে হবে আগে। এছাড়াও এই অংশটুকু দ্রুত মেরামত করার জন্য উর্দ্ধতন কর্তৃপক্ষকে লিখিত ভাবে জানাবো।

Next to this broken part are the parts of Mohanpur and Tanore in Rajshahi district. The villages on the south side of the river are flooded as there is no dam on the river Shiva.
Then, in order to protect themselves, the people of the village cut the river at a place called Tengra. The broken part was later repaired due to poor repair work. This is how the game of hide and seek goes with this part of the embankment. But due to the failure to repair the broken part of the last two years, the recent rise in water level in the Shiv River has flooded several lakh hectares of paddy and other crops in Tetulia and Kalikapur Union.
Hundreds of fish have been washed away in the water. In addition, rural unpaved roads and ghats have been submerged due to water intrusion. Hundreds of villagers are terrified of the way the water is rising every day. On the other hand, the locals have sought urgent intervention of the district administration and water development board to protect the embankment of Shiv river.
Abdul Jalil of Shankarpur village, WE and many others said that millions of hectares of paddy and other crops have been submerged due to non-repair of the damaged part. Hundreds of pond fish have been washed away. Nothing could be saved as water suddenly entered through the broken part. If the embankment is not repaired now, the houses will be submerged as the water level rises.
Every time this part was repaired in a lame way, the broken part broke again before the water came in the river. Therefore, I am seeking the goodwill of the Prime Minister to repair the embankment quickly.
Shri Bajendranath Saha, Chairman of Tetulia Union Parishad, said that more than a hundred bighas of fish from my pond were washed away by the sudden entry of water through the broken part. I have written to the higher authorities more than once to repair this part. And we don't have a big allocation that will be repaired by the council. I wish the attention of the higher authorities to repair this broken dam in a good way quickly.
Md. Arifuzzaman Khan, executive engineer of Naogaon Water Development Board, said that part of the dam was repeatedly broken to cut off the locals. But it is not possible to keep the dam on the hill. So locals need to be aware first. I will also inform the higher authorities in writing to repair this part quickly.
